- LoadingProjection separates installed total from loadable total — accurate budget representation distinguishes what skills are on disk versus what can actually fit in the current context window given model and tier
- Per-profile cumulative budgets with env var backward compat — migration path preserves existing SKILL_CREATOR_BUDGET configurations; profile-based overrides layer on top without breaking existing setups
- Color-coded budget bar with over-budget clamping — visual urgency signal when context is near saturation; clamping prevents bar overflow from exceeding container bounds at 100%+ usage
